Regarding proposed State Plan Amendment (SPA) by the Department of Health Care Services (DHCS): the proposed SPA 22-0015 would establish, effective January 1, 2023, the Public Provider Ground Emergency Medical Transportation Intergovernmental Transfer (PP-GEMT IGT) Program to provide an add-on increase to the Medi-Cal fee-for-service fee schedule rates for eligible GEMT services when provided by qualified public providers (from SPA 22-0015: 5/2/22). PP-GEMT IGT questions can be sent to: AB1705@dhcs.ca.gov. Effective January 1, 2023, public providers of GEMT services will no longer be included in the GEMT QAF program and the GEMT CPE program will cease to operate. The new PP-GEMT IGT Program will replace the GEMT CPE and GEMT QAF.

GEMT Quality Assurance Fee (QAF) (content updated 6/13/22)
All California GEMT providers submitted data to the DHCS to calculate an annual GEMT QAF rate to be imposed on each emergency medical transport provided by each provider subject to the QAF. The associate QAF collected was used to increase reimbursement to GEMT provider by application of an add-on to the fee-for-service fee schedule rate for the affected emergency medical transport billing codes (GEMT QAF website). GEMT QAF questions can be sent to: GEMTQAF@dhcs.ca.gov. Effective Januray 1, 2023, public providers of GEMT services will no longer be included in the GEMT QAF program.

GEMT Certified Public Expenditure (
CPE) (content updated 6/13/22)
In 2011, the State of California authorized the Ground Emergency Medical Transportation Services supplemental reimbursement program (GEMT CPE). This voluntary Certified Public Expenditure (CPE) based program provided additional funding to eligible governmental entities that provided GEMT services to Medi-Cal beneficiaries (Medi-Cal GEMT Supplemental Reimbursement Program). GEMT CPE questions can be sent to: GEMT@dhcs.ca.gov. Effective January 1, 2023, the GEMT CPE program will cease to operate.
